A lot of the game's economy is dedicated to producing items that your pirates use at sea - swords, muskets, cannons, sea rations, even "prestige" items like peg legs and parrots that make your pirate captains more fearsome and effective. It's a city- (OK, island-) building game that turns the whole "revenue generation" theme on its head instead of keeping everyone working and happy (as in Sim City) or fleecing tourists (as in the original Tropico), you develop an island to support pirates who raid ships and settlements around the Caribbean.
